Blank PGP email attachments

Hi,

I am sending PGP encrypted email with attachments to a  user that I have on  my key. The last few emails sent they are not receiving the attachments, which is a new development. When  I send the same email to another user they are receiving the attachemnts.  Not sure what I can do so the first user will be able to see attachments as they use to before.
