Symantec client install error "This installation package could not be opened"

After creating a new client package install for a 64bit Win 7 machine, it ran fine on several computers. I come to the one I am working on now and once I run the setup.exe or even the Sep64.msi I get the following error "This installation package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer package."

I will attach the "SEP_INST" log file for review if that is helpful. Let me know of any other information that is needed.
