SED 10.3.2 MP10 on Surface Book - unbootable machine

I need a solution

We just got a shipment of Surface Books and Surface Pro 4 today.  

  • Disabled "device encryption" and made sure Bitlocker was disabled in windows 10
  • Installed 10.3.2 MP10 on machine.
  • Copied PGPSTAMP registry key from existing machine (has mgmt server information)
  • Rebooted machine
  • Went through server enrollment
  • Drive went to encrypt moments later, windows BSOD. 'critical_process_died'
  • Machine tried to PXE boot next 2 reboots.
  • 3rd reboot machine gets to preboot authentication but only asks for passphrase (normally it asks for username, pw, domain -- maybe it didn't download the full policy?)
  • If I type in my windows password I enrolled with the screen goes black and does nothing.

Server is running 3.3.2 MP2 which I will try upgrading later.  Not sure if they have to match?  But support had me try the method above when we had issues in the past to try new versions without messing with the server.  Curious if anyone else is seeing this behavior on these brand new machines, or if they have any idea of what I can try to fix it.
