Endpoint Protection small business firewall rule for application

I want to create firewall rule to exclude backup exec application (processes) as described here https://support.symantec.com/en_US/article.TECH168940.html

But when I am trying to create new firewall policy there is no Rules tab on the left as described in article and I cannot find how to define firewall rule based on application
