DLP 11.6 enforce portal not opening after DB oracle upgrade 11.2.0.3

Hello,

I have just upgraded our Oracle DB to 11.2.0.3 and can open it through SQLPLUS. but i failed to open the DLP portal after the upgrade.

Error is: The requested resource (/ProtectManager/) is not available.

I realize it is a DLP <--> DB connectivity issue but i cant seem to find any documentation about it or solution to it.

Can you guys help?
