SMSME 7.0.1.66 not blocking attachments

 I have the following rule in content filtering.
Exchange 2013
Windows server 2012.
48GB  RAM

Rule:
-Sample Executable File
Image may be NSFW.

Clik here to view.

It's just not working all attachments are coming through.

Is there something i have configured incorrectly?
