Windows Firewall in Windows 7 managed by SEP12.1

Hi,

I noticed that our Windows 7 Firewall indicate that "These Settings are being managed by vendor application Symantec Endpoint Protection", even when Symantec Endpoint Protection 12.1.2 Firewall not installed or the policy not enable. i'm following the below link but still not effect
